Grab a large bowl and whisk the cocoa powder, flour, granulated sugar, baking soda, salt, and baking powder together.

Toss in the eggs, whole milk, oil, and vanilla extract. Beat until everything's blended. Stir in the boiling water last—it'll be runny, don’t worry.

Split the batter between your pans evenly. Bake for 30-35 minutes. Check if it's done by poking the center with a toothpick—it should come out clean.

Leave the cakes in their pans for 10 minutes to cool. Then move them over to wire racks to finish cooling all the way.

Soften the butter by beating it until it's creamy. Gradually add in powdered sugar and cocoa powder, switching off with the milk and vanilla extract. Keep mixing until it’s smooth and fluffy.

Spread frosting on one cake layer. Lay the second layer on top. Cover the entire thing with frosting. Slice it up and enjoy!
