Stir together soy sauce, peanut butter, rice vinegar, garlic, honey, chili flakes, and black pepper in a small bowl until smooth and combined.

After draining the cucumbers, place them in a big bowl with peanuts, parsley, and the dressing mixture. Toss everything so it's evenly coated. Serve right away.

If making this in advance, cover it tightly and store in the fridge for up to 8 hours. Before serving, let it sit at room temperature and give it a good mix, as the peanut dressing can settle at the bottom.
