Stir milk in gradually while mixing to a thick consistency. Season with pepper and salt.

Add the flour to the pot and cook while stirring for about a minute or two.

Spread mixture onto a tray and freeze for about 25 minutes.

Melt butter in a pan, add garlic, ham, and onions. Stir and cook for a couple of minutes.

Roll into croquette shapes, then coat in egg, breadcrumbs, and flour in that order.

Heat oil to 180°C, fry until crispy and golden. Drain excess oil on paper towels.
