Grab a medium saucepan, warm up the butter on low-medium heat. Sprinkle in the flour and stir until smooth. Let it cook for about 1 or 2 minutes so there's no raw flour taste left.

Slowly pour in the milk while whisking constantly. Stir until the mixture gets thick, which should take around 3-5 minutes.

Turn down the heat and mix in the mozzarella until it's completely melted. Keep it warm and set aside.

Heat 2 tablespoons of oil in a big skillet on medium. Toss in the steak, season with garlic powder and salt, and let it cook until browned and done, about 5-7 minutes.

Either follow the package directions to cook your fries or fry them in hot oil until they're crispy and golden brown.

On a serving plate, spread out the fries. Add some steak on top, drizzle the cheese sauce generously, and garnish with green onions. Repeat layers if you like.
