In a mixing bowl, stir ketchup, milk, mushroom soup, and mustard until smooth. Pour this sauce into the skillet with the cooked beef. Combine well, then spread it out in a 9x13-inch pan.

Evenly sprinkle the shredded cheese over the beef layer. Arrange the frozen fries in a single layer on top of the cheese.
