Melt butter in the same skillet and toss in the chopped garlic. Cook for a minute or two until it's aromatic, but don't let it burn.

Heat a large pan over medium-high heat. Brown the ground beef until fully cooked. Sprinkle with salt and pepper to taste, drain any excess fat, and remove from the pan.

Pour the water and beef broth into the pan, then add the uncooked pasta. Stir it all together, bring everything to a boil, then lower the heat to medium-low. Let it simmer uncovered, stirring occasionally, until the pasta has soaked up most of the liquid and is tender (about 10-12 minutes).

Add the cooked beef back into the pan. Mix in the grated Parmesan and sprinkle the dried Italian seasoning. For a creamier dish, stir in a bit of heavy cream.

Taste the dish and add more salt or pepper if you need to. Serve up while it's warm, topping it with herbs or extra cheese if you’d like.
